Species Support at JBMDLResponses to this Request for Statements of Interest will be used to identify potentialinvestigators for a project to be funded by the US Air Force, which provides professional andtechnical support for its Integrated Natural Resources Management Plan (INRMP) in order tofacilitate successful implementation of the 16 USC 670c-1 Sikes Act.
Approximately $170,100is expected to be available to support this project.
Additional funding may be available foradditional tasks and/or follow on work in subsequent fiscal years to the successfulRecipient/Awardee.NOTE:

A full study proposaland proposed budget are NOT requested at this time.Brief Description of Anticipated Work:This research focuses on the following objectives:
1.
Pest Control and Pesticide Management SupportThe cooperator shall conduct business in accordance with the following: The cooperator shall have invasive plant species identification and application experiencein all types of terrain to include forest and wetlands areas. The cooperator will have experience with the safe operation of the forestrymower/mulcher over various types of terrain to include forested wetlands if thecooperator chooses to utilize this type of mechanical control. All pesticides used by the cooperator shall be used in accordance with the pesticide labels(which are law) and all federal, state and local laws and regulations. Pesticide applicators must hold valid, current state Pesticide Applicator Certificates forthe applicable categories (including categories 2 [forest pest control] 5A [aquatic pestcontrol-general], 6 [Rights-of-Way] and 7A [General Pest Control]. The cooperator shall provide point(s) of contact (POC) information, including phonenumbers and email addresses.
2.
Pest Control and Pesticide Application InformationThe cooperator shall provide pest control and pesticide application information in the followingmanner: The COOPERATOR shall register with the Air Force’s web-based Integrated PestManagement Information System (IPMIS) and use this system to record pesticideapplications on the installations.
The cooperator shall report each pesticide application tothe installation PMC using the Pesticide Application Record Report (see Appendix A)within 5 working days of applications. The cooperator shall provide copies of all current state pesticide applicator certifications,pesticide business licenses, and proof of liability insurance to the installation PMC nolater than 2 weeks prior to application of pesticides and annually within one week ofsubsequent recertification or renewal.
Registered technicians are not considered certifiedunder DoD Pest Management Regulations and cannot apply pesticides on JBMDL.
Thecooperator will ensure copies of all of these documents are provided to the installationPMC before any pesticide application. The cooperator shall provide copies of labels and material safety data sheets for allpesticides requested to be used on the installation to the PMC at least one week prior touse on JB MDL. The cooperator shall ensure pesticide vehicles are designated for pesticide use only andmarked clearly “Contaminated with Pesticides” and with the company logo.
Onlycertified applicators shall operate designated vehicles.
Vehicles shall be maintained andclean to reduce potential pesticide contamination.
Vehicles will have the appropriate spillresponse material. The cooperator will be familiar with the installation Integrated Pest Management Plan,including the installation’s Pesticide Discharge Management Plan.
All pesticideapplications must be performed in accordance with respective labels and applicablefederal and state regulations.
3.
Managing Invasive Species The cooperator shall furnish all labor, materials, herbicides, and equipment, necessary toevaluate project areas and perform herbicidal application and vegetation removal ofinvasive species.
The cooperator shall have invasive plant species identification andpesticide application experience in all types of terrain to include forest and wetlandsareas.
The cooperator shall control/treat invasive species, including but not limited tocommon reed (Phragmites), Cypress spurge, lespedeza, mullein, pepperwood, tree ofheaven, Oriental bittersweet, Japanese honeysuckle, wormwood, multiflora rose, spottedknapweed, stilt grass, autumn olive, garlic mustard and barberry.For a detailed description please review the RSOI_SOO related documents attached in this posting.Please send responses or direct questions to:USACESandy Justman Contract Specialist CESWF-CTEmail:
