UTC Program Solicitation for Two National UTCs

The Fixing America's Surface Transportation Act (FAST Act, P.L.

114-94, December 4, 2015) authorizes the Secretary of Transportation to make grants to eligible non-profit institutions of higher education to establish and operate University Transportation Centers (UTCs).

Through this Notice of Funding Opportunity, the USDOT seeks competitive grant applications for two new National UTCs:
one to focus on "Congestion Relief" (Reducing Congestion) and the other on "Improving the Durability and Extending the Life of Transportation Infrastructure." Funding for these two National Centers is provided through the Consolidated Appropriations Act, 2018; Division L, Title I, Research and Technology (P.L.

115-141, March 23, 2018).

Organizations outside the U. S. that propose on the basis of a policy of no-exchange-of-funds; consult the Guidebook for Proposers (http://www.hq.nasa.gov/office/procurement/nraguidebook/) for specific details.

Some NRAs may be issued jointly with a non-U. S. organization, e.g., those concerning guest observing programs for jointly sponsored space science programs, that will contain additional special guidelines for non-U. S. participants.
