Japanese non-profit organizations or individuals may submit proposals to manage and administer programs designed to increase the number of Japanese students studying in the United States and to foster English learning opportunities (one of the biggest impediments to studying in the U.S.) for Japanese students.

Non-domestic (non-U.S.) components of U. S. Organizations are not eligible to apply.

Foreign components, as defined in the NIH Grants Policy Statement, are allowed.
