USAID/Rwanda RFA-696-14-000001 RWANDA HEALTH SYSTEMS STRENGTHENING (RHSS) ACTIVITY The United States Government,

as represented by the United States Agency for International Development in Rwanda (USAID/Rwanda) is seeking applications from qualified and eligible organizations for a five-year activity to provide support to key Ministry of Health (MOH) and other relevant entities both at the national and district levels in critical areas of the health system strengthening that are necessary for attaining sustainability.

It is USAID policy not to award profit under assistance instruments.

However, all reasonable, allocable, and allowable expenses, both direct and indirect, which are related to the grant program and are in accordance with applicable cost standards (22 CFR 226, OMB Circular A-122 for non-profit organizations, OMB Circular A-21 for universities, and the Federal Acquisition Regulation (FAR) Part 31 for-profit organizations), may be paid under the agreement.

Applications must be received by the closing date and time indicated at the top of this cover letter and pursuant to the instructions contained in the RFA.
