IMPROVED SERVICES FOR VULNERABLE POPULATIONS (ISVP)

The United States Government, as represented by the United States Agency for International Development in Rwanda (USAID/Rwanda) is seeking applications from qualified and eligible organizations for a five-year activity to improve and sustain the health and social wellbeing of Orphans and Vulnerable Children

(OVC) and People Living with HIV/AIDS (PLHIV), their households, and communities in Rwanda.

It is USAID policy not to award profit under assistance instruments.

However, all reasonable, allocable, and allowable expenses, both direct and indirect, which are related to the grant program and are in accordance with applicable cost standards (22 CFR 226, OMB Circular A-122 for non-profit organizations, OMB Circular A-21 for universities, and the Federal Acquisition Regulation (FAR) Part 31 for-profit organizations), may be paid under the agreement.

Subject to the availability of funds, USAID intends to provide approximately $37 million to be allocated over the 5-year period.

USAID anticipates awarding one cooperative agreement as a result of this solicitation.

Applications must be received by the closing date and time indicated at the top of the cover letter and pursuant to the instructions contained in the RFA.
