The project will support USAID by carrying out the tasks of supportive assistance, skills building, brokering, research and information dissemination.
The project is expected to place heaviest emphasis on the area of governance and the tasks of technical assistance to make the greatest possible
use of local or regional expertise and local institutions.
USAID would encourage the HSWSS to develop new performance-based models on how to deliver technical assistance (TA) to government, especially under current Global Fund Unit support.
USG is looking for a program that transitions TA programs from placing advisors alongside empty government positions, or paying local staff more for similar jobs to incumbents.
The proposed program would be encouraged to be analyze, develop new procedures and processes, and apply to transition TA models in Mozambique.
