Tunisia Resilience and Community Empowerment (TRACE)
USAID/Tunisia intends to issue a notice of funding opportunity to solicit applications to implement the activity entitled “Tunisia Resilience and Community Empowerment” (TRACE).
The anticipated award will be a five-year cooperative agreement.
Subject to the availability
of funds, USAID may provide up to $4 9. 7 million in total USAID funding to be allocated over five years.
The program seeks to support communities to reduce communities’ risk of instability and increase resilience to violent extremism.
Through a rigorous community-based development approach, the program will strengthen the voices of underrepresented groups (including women and youth in rural and peri-urban areas) and actively engage community members as participants and leaders in the full cycle of design, management, and evaluation of development activities.
Through community-led design and implementation of community development strategies, the program will support a broad range of activities that fall within the mandates across USAID-Tunisia's broader development agenda and expected results.
The program will support cross-sectoral development that addresses the underlying determinants to community well-being.
The program will seek to foster community participation and volunteerism, support innovative approaches to engaging new public and private sector development partners, and generate sustainable resources for development in areas vulnerable to instability and violent extremism.
The program must comply with USAID’s policy, “The Development Response to Violent Extremism.” Objectives:
Objective 1:
Community resilience is strengthened.
Objective 2:
Community vulnerabilities are mitigated.
Objective 3:
Build capacity of Tunisian partners to sustain and replicate the model.
Cross-cutting principles:
Targeted and Flexible The activity will apply The USAID Development Response to Violent Extremism and Insurgency.
Activities should be geographically focused and target the most salient community-level drivers of instability.
Activities should be inclusive of the larger population including marginalized and vulnerable populations.
Positive Youth Development The activity should seek to strengthen assets of youth, using a positive youth development approach, which is defined as "an intentional, pro-social approach that engages youth within their communities, schools, organizations, peer groups, and families in a manner that is productive and constructive; recognizes, utilizes, and enhances youths' strengths; and promotes positive outcomes for young people by providing opportunities, fostering positive relationships, and furnishing the support needed to build on their leadership strengths.” Collaborating, Learning and Adapting The program is expected to incorporate a Collaborating, Learning, and Adapting approach.
The CLA approach is based on the understanding that development efforts yield more effective results if they are coordinated and collaborative, test promising, new approaches in a continuous yet also rapid, targeted search for generating improvements and efficiencies, and build on what works and eliminate what doesn‘t.
CLA creates the conditions for fostering broader development success by:
Conflict Sensitivity:
It is essential that all programming responses consider the potential impact on instability and conflict drivers.
It is essential to ensure that the programmatic interventions a) do not inadvertently create or exacerbate social, economic, or political conflict; b) factor in the possible impact of existing or potential conflict on staff, implementing partners and the activities themselves; and c) seek appropriate opportunities to mitigate tensions and sources of conflict.

Eligible Applicants: • American Indian/Alaska Native tribal governments (federally recognized or state-recognized) • American Indian/Alaska native tribally designated organizations • Alaska Native health corporations • Colleges • Community-based organizations • Faith-based organizations • For-profit organizations (other than small business) • Hospitals • Nonprofit with 501C3 IRS status (other than institution of higher education) • Nonprofit without 501C3 IRS status (other than institution of higher education) • Political subdivisions of States (in consultation with States) • Research institutions (that will perform activities deemed as non-research) • Small, minority, and women-owned businesses • State and local governments or their Bona Fide Agents (this includes the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, the Commonwealth of the Northern Marianna Islands, American Samoa, Guam, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau) .

Designation must be evidenced by submitting a copy of the current, valid IRS determination letter.
