Purpose of Program:
Under the Rehabilitation Act of 1973 (Rehabilitation Act), as amended by the Workforce Innovation and Opportunity Act (WIOA), RSA makes grants to States and public or nonprofit agencies and organizations (including institutions of higher education) to pay part of the cost of projects to provide State VR agency personnel with training and technical assistance designed to assist in increasing the numbers of, and upgrading the skills of, qualified personnel (especially rehabilitation counselors) who are trained in providing vocational, medical, social, and psychological rehabilitation services to individuals with disabilities, who are trained to assist individuals with communication and related disorders, and who are trained to provide other services authorized under the Rehabilitation Act.

Projects must be awarded and operated in a manner consistent with the nondiscrimination requirements contained in the U.
