Purpose of Small Grants:
PAS Haiti invites proposals for programs that support academic mobility between our two countries; the development of civil society; the empowerment of youth in realizing their potential through education, innovation and entrepreneurship; the democratic ideals of freedom of

credit:


expression and of the press, and intellectual freedom; teaching of the English language; empowerment and security of women and girls; and strengthening cultural ties between the U.

S.

and Haiti.

All programs must include an American cultural element, or connection with American expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.

S.

policy and perspectives.Examples of PAS Small Grants Program programs include, but are not limited to:
Academic and professional lectures, seminars and speaker programs;Artistic and cultural workshops, joint performances and exhibitions;Cultural heritage conservation and preservation programs;Professional and academic exchanges and programs;Priority Program Areas:Promoting political awareness and participation among the public and/or among youthPromoting civic education and youth participation in civics, democratic processes, volunteerism, and community serviceCombatting corruptionPromoting rule of law / effective administration in justiceFostering:
press freedom, independent media, professionalism in the mediaEmpowerment of women and youthPromoting entrepreneurship and business developmentHuman rights and combatting trafficking in personsTelling America’s story in HaitiCelebrating the Haitian and American cross cultural encounter in the arts

Additional Information of Eligibility:
Any commercial, international, educational, or non-profit organization(s), including any faith-based, community-based, or public international organization(s) capable of successfully reducing children’s participation in child labor and developing and implementing educational and livelihoods programs to serve them is eligible to apply.

Lack of past experience with USDOL cooperative agreements, grants, or contracts does not bar eligibility or selection under this solicitation.

All Applicants and any proposed subgrantees or subcontractors must comply with all audit requirements, including those established in OMB Circular A-133.

They must also demonstrate presence in Tanzania — either independently or through a relationship with another organization with country presence (i.e., a subgrantee or subcontractor) enabling them to initiate program activities upon award of the cooperative agreement (see Section IV.

Application and Submission Information).

The following Applicants (including subgrantees/subcontractors) will not be considered: • Foreign governments and entities that are agencies of, or operated by or for, a foreign state or government.

• Organizations designated by the U. S. Government to be associated with terrorism or that have been debarred or suspended.

• Applicants charging a fee (profit) associated with a project funded by USDOL under this award.
