nonprofit organizations must demonstrate expertise in conducting training programs for hazmat employees, and the ability to reach and involve in a training program a target population of hazmat employees.

Properly planned and maintained training programs are essential for hazmat employees to ensure:
(1) Hazmat employees receive initial and continuing training on the risks involved in transporting hazardous materials; (2) the relevant training requirements in the Hazardous Materials Regulation (HMR) are met; and (3) hazmat employees will be equipped to ensure their safety and the safety of others.
